Wilmington wishes to increase its young professional population. Through the Wilmington Succeeds program, the city will be building a fund, exclusively from private contributions, that will reduce costs for first-time home buyers.
Recent graduates (within the past 36 months) from any four-year or graduate program who are purchasing a primary residence within the City of Wilmington may apply quarterly to the City for a Homesteading Grant up to $2,500. The number of grants awarded will be dependent on funds raised for the program. Wilmington City Schools understands the importance of retaining the students they educate, which helps build a stronger return on the community's investment in the schools.
Wilmington City Schools, through the Wilmington Succeeds program, pledges to continue informing students of the unique benefits available to them from the local post-secondary educational institutions Southern State Community College and Wilmington College. For their contribution to the Wilmington Succeeds program, Southern State Community College will be creating a special scholarship fund for local graduates and will match any local donations to this scholarship fund; will improve bridge programs for local high school students; and expand post-secondary offerings to meet growing demand.

Wilmington College will be providing unique financial support to graduates of the Wilmington City Schools district as part of the Wilmington Succeeds program. These resources will provide these local students with additional financial rewards for choosing to live and work in Wilmington following graduation.
Wilmington College will provide qualifying Junior-level students (at the college) with a special loan that at graduation will be 75% forgiven and the additional 25% forgiven if the graduate remains a resident of the City of Wilmington for two years. The Clinton County Regional Planning Commission, with the City of Wilmington as a commission member, has turned attention to the issue of "brain drain" as one of its five focus areas of community and economic development since 2008.
The RPC sees retaining and attracting young professionals as a high priority goal for both the City of Wilmington and Clinton County. This goal has serious economic development implications as employers seek a diversity of work skills and educational levels, and communities need diversity and longevity in the local tax base.
